Howard was born May 4, 1950 in San Diego, California to parents Howard Vincell Jacobs Sr. and Veda Ellian (Fugate) Jacobs. He is survived by his wife, Anita Jacobs and is preceded in death by his parents.
A Celebration of Life will be held on October 18th, 2026 at 12pm Chula Community Center in Chula, MO. Burial will take place at Rickett Cemetery.
